2 men charged after vehicles illegally towed from Vaughan parking lot

A towing company owner and  driver have been charged after police say as many as 73 vehicles were illegally towed from a parking lot in Vaughan.

In May, York Regional Police began investigating a company called A Better Way Towing after receiving complaints about vehicles being towed from a plaza parking lot at Jane Street and Avro Road, according to a news release.

Police said the vehicles were illegally towed between May and August and owners had to pay more than $500 to get them back, resulting in the tow company collecting about $38,000.

Police learned vehicles were being towed under the direction of the property management. The towing company charged the vehicle owners for towing and storage fees, but the fee should have been paid by the property manager who asked for the vehicles to be removed, police said in a news release.

The company owner, Arthur Kogan, 38, and a driver, Timur Blagushin, 28, both of Vaughan, have been charged with fraud over $5,000.
