York Region volunteer, retired parole officer appointed to police services board

The York Regional Police Services Board welcomed its newest member, Mrs. Norma McCullough. Mrs. McCullough was appointed by York Regional Council for a two-year term commencing Jan. 1, 2021.

“I am very pleased to welcome Mrs. McCullough to our police services board and we look forward to working together on ensuring good governance and safe communities in York Region,” said Chair Virginia Hackson.

Until 2015, Mrs. McCullough was employed with the Ontario Ministry of Community Safety and Correctional Services as a Probation and Parole officer. During her tenure, Mrs. McCullough was a member of the Probation and Parole Officers Association of Ontario and was awarded the Correctional Services Exemplary Service Medal.

“With a background in correctional services and law enforcement, and extensive experience working with diverse communities, Mrs. McCullough will help York Regional Police achieve its mandate to service and protect York Region’s 1.2 million residents,” said York Region Chairman and CEO Wayne Emmerson.

Mrs. McCullough’s career and volunteer work span over five decades. Norma has experience working with many diverse communities, including Indigenous, Jewish, Muslim, Black and many Asian and East Asian communities.

She has also served on several advisory committees, including the Centre for Addictions and Mental Health Advisory Committee and facilitated a workshop on offender rehabilitation in the community for the National Black Police Association in Los Angeles. Mrs. McCullough also served as a member of the Advisory Committee for the Metro Addiction Assessment Referral Program and has served on the York Regional Police Community Advisory Council for 31 years, including serving as its Chair. Norma was a member of the Richmond Hill Rotary Club for over eight years and a member of the St. John Ambulance Brigade in York Region for more than a decade.

Mrs. McCullough is currently a member of the Association of Black Law Enforcers. She has served on their executive board and was the first Law Enforcers Service Officer.

She serves as a committee member for many other organizations, including the Advisory Board for the Newmarket Seniors’ Meeting Place. She has also been a member of the Altar Guild, Flower Guild, and choir of several Anglican churches in Toronto and York Region. Along with her husband, she has served on the Executive and Archivist of her husband’s Regimental Association (Jimmy and Associates) for over 10 years.

Mrs. McCullough earned a Bachelor of Social Work (Honours) from York University, a Bachelor of Arts (Criminology & Sociology) from the University of Toronto and a Certificate in Conflict Resolution from St. Xavier University in Chicago.

Norma married her husband in 1968, and they have one son who is married. Her family moved from North York to York Region in 1983.

The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees the York Regional Police and is comprised of one member as Head of Municipal Council, three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
