Hospitals, municipalities account for highest growth in Sunshine List

Newmarket area hospital adds 254 more names to the Sunshine list now totalling 974, a boost of 35%

The number of employees earning more than $100,000 last year swelled more than 35 per cent at Southlake Regional Health Centre, according to the province's annual Sunshine List released today.

The mandated annual list documents public sector employees with salaries over $100,000, with this year's edition highlight 300,570 workers — over 30,000 more than 2022.

"The largest year-over-year increases were in the hospitals, municipalities and services, and post-secondary sectors, which together represented approximately 80 per cent of the growth of the list," Caroline Mulroney, president of the Treasury Board, said in a news release.

The Newmarket hospital had 974 names on the 2023 salary disclosure list, all making $100,000 or more, an increase from 720 the year before, and 503 in 2021.

Meanwhile, the Town of Newmarket and Regional Municipality of York also saw increases. Newmarket had 233 on its list, up from 201 in 2022, while York had 3,544 on the list, up from 3,483 in 2022. 

Now former Southlake president and CEO Arden Krysal topped that organization’s list, earning $521,787 in 2023, plus $10,400 in benefits. Newmarket’s top earner was CAO Ian McDougall at $278,757 while York’s top earner was now former CAO Bruce Macgregor at $384,300.The top five earners for Southlake were:

  1. CEO Arden Krystal $521,787 plus $10,400 in benefits ($521,297 plus $10,649 in 2022). 
  2. Pathologist Serge Koujanian $351,443 ($321,853 in 2022)
  3. Pathologist Charles Ye $344,003 ($351,546 in 2022)
  4. Pathologist Margaret Mitzal $342,435 ($335,331 in 2022)
  5. Pathologist Julie Schatz $337,821 ($321,218 in 2022)

The top five earners for the Town of Newmarket, which also includes Central York Fire Services, were:

  1. CAO Ian McDougall $278,757 plus $16,115 in benefits ($247,683 plus $17,592 in benefits in 2022)
  2. Commissioner of corporate services Esther Armchuk $234,383 ($214,259 in 2022)
  3. Commissioner of development and Infrastructure Peter Noehammer, $234,383 ($220,559 in 2022)
  4. Commissioner of community services Jeffery Payne $214,206.37 ($147,237.56 in 2022)
  5. Central York Fire Services Chief Ian Laing $211,711 ($190,312 in 2022)

The top five earners for York Region, including York Regional Police and York Region Transit, were:

1. CAO Bruce Macgregor $384,300 plus $12,356 in benefits ( $334,450 plus $13,889 in benefits in 2022)
2. York Regional Police Chief Jim Macsween $355,446.05 plus $32,199 in benefits ($303,324 plus $28,388 in benefits in 2022)
3. CAO Erin Mahoney (previously commissioner of public works) $305,423.25 plus $12,301 ($274,685 plus $12,496  in benefits)
4. Medical officer of health Dr. Barry Pakes $304,099 plus $12,296 in benefits ( $308,315 plus $12,370 in benefits in 2022)
5. Corporate service commissioner Dino Basso $287,249 plus $12,239 in benefits ($264,686 plus $12,239 in benefits).

Kenneth Hartwick, CEO of the electricity Crown corporation, is in the top spot again with a salary of $1.93 million.

Premier Doug Ford earned $208,974 last year, while his chief of staff, Patrick Sackville, earned $324,675.

According to the Statistics Canada Income Survey report released May 2023, the median after-tax income for Canadians was $68,400 in 2021. That has gone up over the past 10 years, with the average being $64,400 in 2012.
