Man arrested after 3 women report being followed, harassed in Markham

York Regional Police are asking any additional victims to come forward after a Toronto man was re-arrested following a July incident

Investigators with the York Regional Police #5 District Criminal Investigations Bureau have charged a 38-year-old man from the City of Toronto in connection with three criminal harassment incidents in the City of Markham.

On May 26, 2021, officers received a report from a female victim who advised that a male suspect was following her. The victim had been walking in the area of Warden Avenue and Highway 7 at approximately 7:30 a.m. when she observed a male hiding behind a tree, watching her. He approached her and asked for her name. The victim told him to leave her alone and took out her phone to call police.

The suspect left but then got into a vehicle and continued to follow her. The victim ran inside a nearby store and asked for help from the employee.

On May 27, 2021, a second victim came forward to report that on May 25, 2021, a male suspect attended her workplace and asked her out. The suspect left when the victim declined but then returned two hours later requesting her phone number.

The suspect was asked to leave and advised not to return. The following day the victim was at her workplace and was approached by the suspect who handed her his phone number. She advised him again to leave and not return.

Two hours later the victim observed the suspect’s vehicle in the parking lot and hid in the backroom while her manager when out and told the suspect to leave the property and not return.

Through the investigation, officers identified the suspect and he was arrested on July 9, 2021. He was charged and had been released.

On July 15, 2021, a female victim was walking to her car in a parking lot at 2890 Steeles Ave. when the suspect made sexual comments and attempted to grab her as she walked away.

The accused was arrested again on July 22, 2021, and is facing several charges.

Investigators are releasing his photograph and encouraging any additional victims to come forward.

  • Milton Andrew Fraser, 38, of the City of Toronto

  • Criminal harassment x3
  • Fail to comply with undertaking
