Fentanyl trafficking charges laid following Stouffville woman's death

Investigators with the York Regional Police #5 District Criminal Investigations Bureau and the Organized Crime Bureau: Guns, Gangs and Drug Enforcement Unit, have laid charges after an investigation into a death resulting from the use of fentanyl. 

On Feb. 2, 2019 at approximately 6:50 p.m., York Regional Police were called to a residence in the area of Hoover Park Drive and Ninth Line in Whitchurch-Stouffville after a 28-year-old woman was found deceased.

York Regional Police began an investigation into the death and learned that the victim had died as a result of the use of fentanyl. Investigators believe the drug was provided to her by the accused Claire Kozlowski. She was arrested on May 23, 2019.

Officers continued the investigation and determined the identity of the dealer from whom the accused purchased fentanyl and two additional suspects involved in the trafficking of fentanyl. On Wednesday, June 12, 2019, they were arrested and found to be in possession of fentanyl and cocaine.

Investigators are asking anyone with information on this incident, to please come forward.

Charged are:

Claire Kozlowski, 24, City of Mississauga with:

  • manslaughter
  • criminal negligence cause death
  • trafficking fentanyl

Jovane Jolly, 27, City of Mississauga with:

  • trafficking fentanyl x5
  • possession for purpose x2 - fentanyl
  • possession for purpose - cocaine
  • conspiracy to commit an indictable offence
  • fail to comply with recognizance x2
  • criminal negligence cause bodily harm

Michael James Matthews, 34, City of Mississauga with:

  • trafficking fentanyl
  • conspiracy to commit an indictable offence
  • possession for purpose - fentanyl
  • possession for purpose - cocaine

David Winn, 63, of no fixed address with:

  • trafficking fentanyl
  • conspiracy to commit an indictable offence
  • possession - fentanyl
  • possession - cocaine
