Town of Newmarket launches new process that replaces the current provincial court system for disputing parking offences

Newmarket residents and visitors have a more efficient way to pay or dispute parking tickets with the launch of the Administrative Monetary Penalty System. The new process will replace the current provincial court system for disputing parking offences.

“The new system reduces the burden on Newmarket tax payers by eliminating the court dispute process, and offering an alternative way of resolving disputes in a familiar customer service environment,” says Lisa Lyons, Director of Legislative Services. “Using AMPS for parking offences allows the Town to resolve parking ticket escalations much faster and rewards motorists that pay early.”

An Administrative Monetary Penalty System not only provides an easier experience for those ticketed, it offers overall efficiency for the Town through an innovative, technology based solution from enforcement, through processing and resolution.

“Staff and Council continuously challenge themselves to find opportunities to use technology to enhance, strengthen or speed-up our processes to make each tax dollar work harder,” says Newmarket Mayor John Taylor. “AMPS allows us to do more with less, while enforcing our roadways to protect our community.

The new parking enforcement system provides residents with an “early payment” option which offers a 25 per cent discount for paying within 15 days. After an individual receives a parking ticket (formally called a penalty notice), he will have 15 days from issuance to request to dispute the ticket. Once 15 days have passed, residents will not be able to dispute the ticket and additional fees will apply.

There are now two levels of dispute that take place at the Municipal Office (395 Mulock Dr.). First, a screening review. Individuals will get to speak with a screening officer through their preferred communications method — online, over the phone or in person. The screening officer can cancel or uphold parking tickets.

After the screening review, the individual may appeal the decision by requesting a secondary review with a hearing officer. During the hearing review, both the Town and the individual can present their case. The hearing officer’s decision will be final and an additional $25 adjudication fee will apply if the ticket is upheld.

To facilitate the parking ticket dispute process, the Town of Newmarket will contract an unbiased, external hearing officer who can cancel, uphold the parking ticket, or reduce to the early payment amount. Hearing reviews will occur monthly, beginning on Feb. 19, 2020.

Individuals can go online to the self-serve parking portal at parking.newmarket.ca to pay or request to dispute their ticket. Motorists may also pay or request to dispute at a Town Customer Service desk. To facilitate faster in-person resolution, the Town will soon launch a self-serve kiosk at the Municipal Office.
